{"id":9118,"date":"2026-08-17T11:14:02","date_gmt":"2026-08-17T10:14:02","guid":{"rendered":"https:\/\/blogs.uwe.ac.uk\/research-external-engagement\/?p=9118"},"modified":"2026-08-17T11:15:23","modified_gmt":"2026-08-17T10:15:23","slug":"what-ukris-new-strategy-means-for-uwe-bristol","status":"publish","type":"post","link":"https:\/\/blogs.uwe.ac.uk\/research-external-engagement\/what-ukris-new-strategy-means-for-uwe-bristol\/","title":{"rendered":"What UKRI&#8217;s new strategy means for UWE Bristol"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><em>By Boudewijn Devanicus, Research Development Manager (Health and Science) at UWE Bristol.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/blogs.uwe.ac.uk\/research-external-engagement\/whats-changing-at-ukri-and-what-it-means-for-uwe\/\" target=\"_blank\" rel=\"noreferrer noopener\">Earlier this year we looked at how UK Research and Innovation&#8217;s (UKRI) Spending Review settlement reorganised research funding<\/a>\u00a0into four strategic investment areas across 2026\u201330:\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00a314.5bn for\u202fcuriosity-driven\u202ffoundational\u202fresearch\u202f\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00a38.3bn for targeted R&amp;D addressing government and societal priorities\u202f\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00a37.4bn to support innovative companies to start, scale and stay in the UK\u202f\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00a38.4bn for skills, talent,\u202finfrastructure\u202fand national facilities underpinning all three areas\u202f\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That blog focused on the broad &#8220;buckets&#8221; of UKRI funding.&nbsp;<a href=\"https:\/\/www.ukri.org\/wp-content\/uploads\/2026\/07\/UKRI-170726-UKRI_Strategy_2026-2031.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">UKRI has now published its new five-year strategy (2026\u20132031)<\/a>&nbsp;alongside its&nbsp;<a href=\"https:\/\/www.ukri.org\/publications\/uk-research-and-innovation-delivery-plan-2026-to-2027\/ukri-delivery-plan-2026-to-2027\/\" target=\"_blank\" rel=\"noreferrer noopener\">Delivery Plan for 2026\u201327<\/a>. Since the budget itself was already known, there are few new spending commitments, but there&#8217;s now much more clarity on what UKRI&#8217;s priorities are, how it intends to invest, and who it expects to work with.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To summarise the changes in a sentence:\u00a0<strong>UKRI intends to be more selective, less duplicative, and more challenge-led\u00a0in what it\u00a0prioritises, and\u00a0be faster, more flexible, and more responsive in how it funds<\/strong>.\u00a0<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What funding areas does the strategy prioritise?<\/strong><\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Curiosity-driven research<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UKRI has explicitly protected a large &#8220;investigator-led&#8221; budget (\u00a33.3bn) to support discovery research, underpinned by dual support and quality-related (QR) funding. UKRI says it is&nbsp;<em>&#8220;committed to supporting and sustaining [this] investment, growing as the economy allows&#8221;.<\/em>&nbsp;In practice&nbsp;this means&nbsp;open responsive calls will continue, though their format may evolve;&nbsp;the Delivery Plan mentions new open applicant-led schemes for BBSRC, and&nbsp;<a href=\"https:\/\/www.ukri.org\/councils\/esrc\/guidance-for-applicants\/types-of-funding-we-offer\/\" target=\"_blank\" rel=\"noreferrer noopener\">five new ESRC schemes<\/a>&nbsp;(React, Connect, Grow, Explore, Challenge).&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">QR funding is still championed, but its allocation method is under review.&nbsp;<a href=\"https:\/\/www.ukri.org\/councils\/research-england\/our-funds-for-research-and-knowledge-exchange\/impact-evaluation-of-strategic-institutional-research-funding\/\" target=\"_blank\" rel=\"noreferrer noopener\">Research England&#8217;s Strategic Institutional Research Funding (SIRF) review<\/a>, running to 2030, is examining whether the formula-based funding given to English universities should better reward specialisation and collaboration. This echoes last autumn&#8217;s&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/publications\/post-16-education-and-skills-white-paper\/post-16-education-and-skills-white-paper\" target=\"_blank\" rel=\"noreferrer noopener\">Post-16 Education and Skills White Paper<\/a>, which wants to see&nbsp;<em>&#8220;fewer broad generalist providers and more specialists&#8221;<\/em>&nbsp;over time, with institutions collaborating rather than duplicating&nbsp;effort.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Strategic&nbsp;government and societal&nbsp;priorities&nbsp;<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A&nbsp;revised&nbsp;emphasis is on targeted R&amp;D to address government-defined challenges.&nbsp;This&nbsp;will&nbsp;mainly&nbsp;be&nbsp;delivered through&nbsp;integrated&nbsp;\u201cPriority Programmes\u201d&nbsp;which&nbsp;broadly align to&nbsp;the&nbsp;eight&nbsp;Industrial Strategy-identified&nbsp;sectors&nbsp;(IS-8), as well as leaving some space&nbsp;\u201cwider priorities\u201d categories&nbsp;that do not fit neatly within the IS8.&nbsp;The overarching message is that&nbsp;<em>\u201cUKRI will be selective about interventions to maximise the return for the UK\u201d,&nbsp;<\/em>emphasising the general approach&nbsp;of doing fewer things, better.&nbsp;These programmes&nbsp;don&#8217;t&nbsp;replace the old Research&nbsp;Councils, but&nbsp;are intended to break down the siloing that occurs across them,&nbsp;with Priority Programmes&nbsp;overseen by UKRI&#8217;s own programme board(s).&nbsp;Other UKRI&nbsp;organisational reforms&nbsp;also&nbsp;support this: rather than each Council guarding its own budget, resources will be dynamically managed across UKRI as a single portfolio, allowing funding to be reprofiled mid-year to capture emerging opportunities.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Industry and commercialisation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UKRI has&nbsp;substantially boosted&nbsp;support for business-led innovation (\u00a37.4bn). Innovate UK is being refocused, via new service offers and IP support, to help&nbsp;spin-outs, scale-ups and R&amp;D-intensive companies grow, including through its account-managed Velocity service for fast-tracking commercialisation. Mechanisms for research translation are also being simplified (see below).&nbsp;<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How will funding change?<\/strong><\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Faster&nbsp;and more responsive&nbsp;funding<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UKRI wants faster, more agile decision-making: grant processing times will be cut through new assessment mechanisms&nbsp;and&nbsp;simplified applications.&nbsp;The target is to bring application-to-decision times down to 90 days for applicant-led calls and 60 days for targeted calls by 2031.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of this \u2018speeding-up\u2019 is&nbsp;expected to come from more experimental&nbsp;review&nbsp;methods&nbsp;which have been piloted&nbsp;with&nbsp;by the&nbsp;Metascience Unit (established under the former DSIT in 2024, now sitting within the merged business department).&nbsp;<a href=\"https:\/\/www.researchprofessionalnews.com\/rr-news-uk-research-councils-2025-7-ukri-to-scale-up-radical-change-to-peer-review\/\" target=\"_blank\" rel=\"noreferrer noopener\">Distributed Peer Review<\/a>, already trialled in 2025, asks applicants to assess each other&#8217;s proposals rather than relying solely on external reviewers.&nbsp;UKRI is now building this into a wider AI-assisted evidence platform intended to speed decisions further, alongside faster desk rejection of applications that clearly&nbsp;don&#8217;t&nbsp;meet the criteria.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As well as changes on the UKRI-side, there continues to be a trend towards more University-side \u2018demand management\u2019&nbsp;(limiting how many applications an institution can&nbsp;submit&nbsp;to a given call). REE will continue to work on&nbsp;facilitating&nbsp;this demand management as quickly, efficiently, and&nbsp;fairly as&nbsp;possible.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Simplification&nbsp;and deduplication<\/strong>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where possible, UKRI are trying to reduce duplication of schemes and&nbsp;harmonise them to use the same terminology. For example, in relation to innovation funding schemes there now&nbsp;will&nbsp;be a&nbsp;<em>\u201cnew framework [which] reduces the number of schemes [they] run,&nbsp;helping simplify our offer and making sure [they] use consistent terminology across UKRI<\/em>\u201d&nbsp;(Prosperity Partnerships to enable collaborative R&amp;I; Impact Acceleration to test applicability of new ideas to commercial application; Proof of Concept funding to test these ideas at scale, and Entrepreneurship training support).<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Who will UKRI work with and expect universities to partner with?<\/strong><\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">UKRI&nbsp;is&nbsp;growing increasingly ambitious in&nbsp;encouraging&nbsp;private co-investment: UKRI is targeting 3:1&nbsp;leverage&nbsp;on its Priority Programmes&nbsp;(<a href=\"https:\/\/www.gov.uk\/government\/publications\/research-and-development-relationship-between-public-and-private-funding\" target=\"_blank\" rel=\"noreferrer noopener\">compared to historic levels of 2:1 in wider R&amp;I investment<\/a>), so bids developed alongside industry, charity or other private funding may be viewed more favourably. Innovate UK, the Catapult network and new sector-specific Tech Boards are the main named delivery partners on this side of the strategy.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Collaboration with local government (be that city regions\/councils, combined authorities, or NHS bodies) is another expectation. Through the \u00a3500m Local Innovation Partnerships Fund&nbsp;(<a href=\"https:\/\/www.ukri.org\/news\/seven-new-uk-areas-confirmed-for-500m-innovation-fund-support\/\" target=\"_blank\" rel=\"noreferrer noopener\">which funded its first tranche of programmes in April 2026<\/a>),&nbsp;UKRI wants city regions, combined&nbsp;authorities&nbsp;and universities to co-design programmes around genuine local strengths. In parallel with this and other&nbsp;investments&nbsp;(e.g.&nbsp;OxCam&nbsp;Arc),&nbsp;UKRI&nbsp;will&nbsp;also&nbsp;publish a refreshed&nbsp;\u201cplace&nbsp;funding&nbsp;policy\u201d&nbsp;this year.&nbsp;This regional approach was further cemented in the devolution of&nbsp;\u201clater-stage innovation funding\u201d in the recent&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/publications\/rewiring-the-state-cabinet-statement\/rewiring-the-state-cabinet-statement-html\" target=\"_blank\" rel=\"noreferrer noopener\">Rewiring the State \u2013 Cabinet Statement.<\/a>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Internationally, UKRI is prioritising partnerships with the greatest mutual scientific and strategic benefit, particularly multilateral programmes like Horizon Europe and organisations such as CERN.&nbsp;Of note,&nbsp;Department for Science, Innovation and Technology (DSIT)\u2019s annual report and accounts for 2025-26&nbsp;were&nbsp;published recently, showing that&nbsp;2025-26 Horizon Europe associated cost&nbsp;was&nbsp;\u00a32.043bn against&nbsp;an allocated&nbsp;figure of \u00a32.736bn.&nbsp;<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Broader context<\/strong><\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">UKRI&#8217;s reforms sit inside a wider policy landscape rather than standing alone.&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/publications\/industrial-strategy\/industrial-strategy-sector-definitions-list\" target=\"_blank\" rel=\"noreferrer noopener\">The Industrial Strategy&#8217;s eight priority sectors (IS-8)<\/a>&nbsp;provide the framework most Priority Programmes will map onto; the&nbsp;<a href=\"https:\/\/assets.publishing.service.gov.uk\/media\/68bea3fc223d92d088f01d69\/Defence_Industrial_Strategy_2025_-_Making_Defence_an_Engine_for_Growth.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Defence Industrial Strategy (Sept 2025)<\/a>&nbsp;commits to significant defence spending growth with an emphasis on dual-use technology&nbsp;(aligning with&nbsp;UKRI&#8217;s push on AI, quantum and engineering biology); and the&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/news\/ai-to-power-national-renewal-as-government-announces-billions-of-additional-investment-and-new-plans-to-boost-uk-businesses-jobs-and-innovation\" target=\"_blank\" rel=\"noreferrer noopener\">AI for Science Strategy (Oct 2025)<\/a>&nbsp;earmarks around \u00a3137m for AI-driven science, likely feeding into UKRI&#8217;s own AI-focused calls. The&nbsp;<a href=\"https:\/\/www.gov.uk\/government\/news\/ai-to-power-national-renewal-as-government-announces-billions-of-additional-investment-and-new-plans-to-boost-uk-businesses-jobs-and-innovation\" target=\"_blank\" rel=\"noreferrer noopener\">Post-16 White Paper<\/a>, discussed above, shapes how QR funding and specialisation evolve alongside the SIRF review.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This backdrop now sits under a new government. Andy Burnham became Prime Minister in July 2026, and one of his first acts was to&nbsp;<a href=\"https:\/\/www.researchprofessionalnews.com\/rr-news-uk-politics-2026-7-reynolds-named-science-secretary-as-dsit-abolished\/\" target=\"_blank\" rel=\"noreferrer noopener\">abolish DSIT<\/a>, folding its science and innovation responsibilities into a new Department for Business, Innovation, Science&nbsp;and Trade (DBIST) under Jonathan Reynolds,&nbsp;with some digital and creative-industries functions moving to&nbsp;the&nbsp;Department for Digital, Culture, Media and Sport under Lisa Nandy, and universities policy moving to Lucy Powell at Education.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Early signals suggest Burnham intends to preserve the existing R&amp;D settlement and Industrial Strategy rather than reopen them, but his &#8220;<em>Manchesterism<\/em>&#8221; emphasis on devolved, bottom-up growth,&nbsp;echoed already in UKRI&#8217;s own Local Innovation Partnerships Fund,&nbsp;makes it likely that regional research funding and devolution deals gain even more prominence over this parliament.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What this means for you and for UWE<\/strong><\/h3>\n\n\n\n<div style=\"height:30px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Think&nbsp;about&nbsp;sector&nbsp;and regional strengths<\/strong>&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Show how your work contributes to Industrial Strategy sectors (e.g.\u00a0IS-8\u00a0sectors such as\u00a0AI, health, clean energy), major agendas (NHS Long Term Plan, AI for Science) or regional strengths (West of England\u00a0creative\u00a0tech, green clusters\u00a0etc.).\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Embrace interdisciplinary calls and programmes.<\/strong>&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Collaborate\u00a0across UWE, external academics partners,\u00a0or with industry partners to fit\u00a0with the\u00a0new\u00a0Priority\u00a0Programmes,\u00a0supported\u00a0by\u00a0<a href=\"https:\/\/uweacuk.sharepoint.com\/sites\/staff-intranet-research-external-engagement\/SitePages\/strategic-research-impact-programme.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">UWE\u2019s new internal funding routes<\/a>\u00a0if\u00a0pump-priming is needed.\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Contact\u00a0REE\u2019s\u00a0<a href=\"https:\/\/uweacuk.sharepoint.com\/sites\/staff-intranet-ree-cross-cutting\/SitePages\/bidding-income-development-team.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">BID team<\/a>\u00a0to\u00a0get\u00a0help\u00a0with\u00a0positioning\u00a0bids\u00a0for outcome-driven calls, as well as\u00a0keeping on\u00a0top\u00a0of new funding opportunities through\u00a0<a href=\"https:\/\/app.geckoform.com\/public\/#\/modern\/FOEU03e3Kjc9Pf1I\" target=\"_blank\" rel=\"noreferrer noopener\">the Research Funding Bulletin<\/a>.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Consider&nbsp;commercialisation and partnerships early.<\/strong>&nbsp;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Engage\u00a0REE\u2019s\u00a0<a href=\"https:\/\/uweacuk.sharepoint.com\/sites\/staff-intranet-business-community\/SitePages\/Innovation-Impact-Team.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Innovation and Impact\u00a0team<\/a>\u00a0as soon as\u00a0you realise your\u00a0research could spin out technology or inform policy.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Develop and\u00a0nurture\u00a0industry,\u00a0third-sector\u00a0and\u00a0local\u00a0government\u00a0contacts to bolster bids,\u00a0with\u00a0help from\u00a0REE\u2019s\u00a0<a href=\"https:\/\/uweacuk.sharepoint.com\/sites\/staff-intranet-ree-cross-cutting\/SitePages\/business-alumni-partnerships-team.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Business and Alumni Partnerships team<\/a>.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Monitor&nbsp;and learn&nbsp;new processes<\/strong>&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Get ahead by\u00a0<a href=\"https:\/\/www.ukri.org\/wp-content\/uploads\/2026\/03\/ESRC-240326-DPR-Rules-and-Guidelines-_Connect-Pilot.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">reading UKRI&#8217;s guidance from their pilot<\/a>\u00a0on Distributed Peer Review and other new schemes so that\u00a0timely\u00a0submissions and quick revisions (if invited)\u00a0don&#8217;t\u00a0catch your team out.\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Boudewijn Devanicus, Research Development Manager (Health and Science) at UWE Bristol.
